Strategic Partnership between Korea Telecom Japan and eAccess

Tokyo, July 4, 2001 - eAccess Limited ('eAccess') and Korea Telecom Japan ('KTJ') have agreed on a strategic partnership between the two parties. KTJ is a wholly owned subsidiary of Korea Telecom, the world's largest DSL company with over 3 million subscribers.

KTJ and eAccess have agreed to cooperate in the areas set forth below.

1. Joint Marketing of xDSL Service
KTJ and eAccess would cooperate in joint sales and marketing activities for providing xDSL services to building-owners and corporate customers in Japan. The service is expected to achieve speeds of over 10Mbps through the construction of a high-speed network utilizing DSL equipment located in proximity to the customers, as an alternative to co-locating DSL equipments in NTT facilities. KTJ has extensive experience and know how in providing such service to multi-dwelling units and high- rise properties based on their current DSL service in Korea.
2. Wholesale Provisioning
eAccess would provide xDSL facilities and equipment necessary for KTJ to provide xDSL lines to corporate customers in Japan.
KTJ would provide, pursuant to menus on its ISP service, ADSL service oriented to KTJ's end users as a service menu on its ISP service.
3. Technical Cooperation
KTJ would provide technical and operational know how of developing and operating a large-scale DSL business based upon experience in providing DSL services in Korea. eAccess, on the other hand, would provide technical and operational know how concerning the development of a DSL business in Japan to KTJ.
4. Development of Open Platform for Japanese-Korean Broadband Content Service
eAccess would cooperate with and assist KTJ in the areas of transmission technology and system environment in connection with the broadband contents distribution service to be established in Japan by KTJ. Such contents would include network games, music, images, education, broadcasting and other entertainment contents developed for the Korean market. eAccess and KTJ would also cooperate in providing Japan-originated contents to end-users in Korea.

KT is the incumbent telecommunications carrier in Korea.
eAccess is a broadband IP service company based in Tokyo, focusing on DSL, Internet Protocol (IP) services and solutions to customers.

eAccess was established in November 1999 as a broadband data communications company, focusing on DSL, Internet Protocol (IP) services and solutions to customers.
